- Delivering transformative capital programmes to change outcomes at scale
- Supporting the design and delivery of new health and care models – meeting the needs of tomorrow sustainably.
About the role
You will be a leader in our health strategy team, helping scale IMPOWER’s impact in healthcare. You will lead a portfolio of complex projects, assuring quality, growing capability, building trusted relationships with senior leaders, developing and coaching our consulting talent. You will be accountable for outcomes, commercial performance and team health.
Your responsibilities will include:
- Leading and overseeing programme delivery across multiple engagements, collaborating with consulting teams to set ambitions, define challenges, and develop, test, and refine solutions with clients.
- Demonstrating and upholding high standards of delivery, ensuring projects are completed on time, within budget, and to a quality recognised by client feedback.
- Establishing proportionate governance and effective project management structures, enabling clear decision-making, timely escalations, and a “no surprises” approach to delivery.
- Building and maintaining senior client relationships, acting as a trusted adviser and understanding clients’ challenges to co-design practical solutions with stakeholders including clinical leaders, managers, patients, and the public.
- Aligning and engaging partners across NHS Providers, ICBs, regional and national teams, local government, and VCSE organisations to overcome barriers and deliver change at the front line.
- Ensuring robust commercial scoping of proposals, managing project performance, and supporting the development of new business through market presence, bids, and follow-on work.
- Leading, mentoring, and growing high-performing teams, fostering an inclusive and supportive environment with comprehensive development feedback and supporting recruitment and capability-building activities.
- Role modelling organisational values and consulting best practices, demonstrating a growth-oriented mindset and taking responsibility for personal and team development.
About you
We are seeking an experienced consulting leader who is passionate about improving health outcomes and has a proven track record in health and care strategy delivery. We will be looking for you to demonstrate:
- Significant experience working in a similar role within a management consultancy or in other senior transformation roles within the public sector.
- Proven leadership of complex programmes and projects across the NHS and/or public services, with board‑level credibility and a track record of measurable impact.
- Experience in deploying a strategic “consulting toolkit” to a varied range of projects – using a hypothesis led approach.
- Excellent verbal, written, and presentation communication, experienced at briefing executive leaders and senior management teams, able to shape communications to audience to achieve required outcome for success.
- Deep understanding of provider, ICB/ICB Cluster and place structures and governance; fluency in NHS finance, activity, workforce and decision-making processes.
- Expertise in strategy‑to‑delivery: Green Book/Five Case Model, benefits management, risk and assurance, and proportionate PMO.
- Commercial acumen (portfolio P&L, pricing, forecasting) and experience shaping and winning further work.
- Inclusive leadership: coaching and stakeholder management skills; high emotional intelligence, ability to develop and manage high performing teams, flexing management style appropriately.
- Specific system or organisational strategy experience or capital programme leadership would be desirable but is not essential.
You must be able to spend a minimum of 2 days per week either in our London office or on client site, with some UK wide travel that may require overnight stays.

- Base salary of £85,000 - 105,000 based on experience
